The "Checkout Login Form" element can only be added to the WooCommerce Checkout Page.

The WooCommerce Checkout Page is currently set to "Ödeme Sayfası" (ID: 869).

Set the WooCommerce Checkout Page in the WP admin at WooCommerce > Settings > Advanced > Page Setup.
